A Study on Establishing Management Body for Quasi Employees in Occupational Injury Insurance

Abstract
The mandatory introduction of quasi employees in occupational injury insurance is being considered because the current stipulation-based on voluntary coverage-for these labourers has some problems. Meanwhile, new argument that insurance salesmen, a part of these labourers, should be covered in private injury insurance becomes conspicuous. The argument, unlike the traditional privatization argument, is to introduce private management body for a part of these labourers only. This study suggests that private insurance is bound to have weaker social safety net than social insurance, criticizing such privatization argument because it can cause disorder of the current system, not match with the expansion of coverage, and spoil solidarity. However, it suggest the long-term strategy for occupational injury insurance such as harmonization between social and private insurance.
